Each CIT chapter is composed of representatives attached to the affiliated entities in each country, becoming, in turn, members of the Council of Representatives in this chamber, which is called to participate in assemblies and meetings representing the CIT in other events.

In this context, everyone has the right to speak, however, the power to vote is only granted to the Chapters, regardless of the number of affiliated entities or representatives present, generally to the Chapter President or his appointed representative.
